Noida Administration Seals 12 Developer Offices Over Rs 175 Crore Rera Dues

NOIDA: In a significant crackdown on defaulting real estate developers, the district administration in Dadri has sealed the offices of 12 builders over the past 12 days for failing to clear dues exceeding Rs 175 crore owed to the Uttar Pradesh Real Estate Regulatory Authority (UP-Rera).

Officials stated that developers including Elegant Infracon, Ansal Hitech, Rudra Buildwell, and Uttam Steels, among others, had been issued multiple recovery notices but had not responded, prompting the sealing action.

Recovery Certificates (RCs) are issued by UP-Rera against developers who fail to comply with regulatory orders, which often involve refunding buyers, paying penalties, or fulfilling obligations like handing over possession. Once an RC is issued, it empowers the district administration to recover the outstanding amount as arrears of land revenue, similar to a tax recovery process.

SDM (Dadri) Anuj Nehra, who is overseeing the enforcement drive, confirmed that the offices of Antariksh Engineers and Elegant Infracon were sealed on Tuesday for dues amounting to approximately Rs 4 crore and Rs 15 crore, respectively.

Uttam Steels and Associates is listed among the top defaulters with dues totaling Rs 57 crore. Other builders facing action include Ansal Hitech Township, owing Rs 26 crore, Rudra Buildwell Project with Rs 32 crore in dues, Rudra Buildwell Homes with Rs 38 crore, and DSD Homes with around Rs 3 crore outstanding. Smaller defaulters also include Shubh Advisors (Rs 1 crore), Hebe Infrastructure (Rs 57 lakh), Dhanya Promoters (Rs 25 lakh), Aastha Infracity (Rs 3.6 lakh), and Ansal Landmark Township (Rs 1.7 lakh).

The administration has issued a stern warning of more such sealing drives if the outstanding dues are not cleared without delay. Officials revealed that Dadri tehsil alone accounts for over 100 projects where builders collectively owe over Rs 500 crore.

Data from UP-Rera indicates that over 2,700 RCs are currently pending across the state, and recovery efforts have yielded limited results so far. A significant challenge in the recovery process has been the lack of cooperation from builders, particularly those whose offices are located in Delhi. UP-Rera has issued over 330 RCs related to such projects, but the recovery rate in Delhi has been notably low. Officials attribute this to jurisdictional complexities and poor coordination between state authorities, causing delays in enforcement.
